A Patient Protection and Affordable Care Act requirement that all insurers offer four levels of health coverage to small businesses will be delayed until 2015, SmartHR Manager reported. Starting in 2014, businesses with up to 100 employers will have access to the Small Business Health Options (SHOP) program, but instead of being required to offer four coverage levels, most insurers will only have to offer one level. The goal of delaying the requirement is to allow small-group insurers to gain their footing in the SHOP marketplace, according to federal officials.
